This brief discusses a pilot intervention in Rwanda led by the Belgian
NGO, RCN Justice & Démocratie, with support from the International
Development Law Organization (IDLO) and the Belgian Government. A
more detailed and complete discussion of the pilot is given in Lankhorst
and Veldman (2011a). The pilot aimed to transform the customary
resolution of disputes involving women’s land claims concerning
inheritance or marital relations. The intervention examined whether
and to what extent it was possible to increase the scope for acceptance

Working with customary legal systems to improve or ensure land tenure security or protecting property rights for people living under those systems is a substantial challenge. Much, though by no means all, development work focuses on improving the formal land administration systems – mapping, building cadastres, changing de jure laws, etc. But here is an example from Ghana of how to work with and within customary systems to create a more stable institutional environment – one that promotes investment and reduces conflict.

The Land Tenure Journal is a peer-reviewed, open-access flagship journal of the Climate, Energy and Tenure Division of the Food and Agriculture Organization of the United Nations (FAO). The Land Tenure Journal, launched in early 2010, is a successor to the Land Reform, Land Settlement and Co-operatives, which was published between 1964 and 2009. The Land Tenure Journal is a medium for the dissemination of quality information and diversified views on land and natural resources tenure.

The authorities' determined implementation of stabilization measures over the past year has helped to avert a macroeconomic crisis. If the deterioration of the macroeconomic environment in 2010-11 was rapid, the improvement in the situation in the past twelve months has been equally swift. Regaining macroeconomic stability has been costly, but not stabilizing the economy would have led to even bigger losses.

As the Mongolian mortgage market grows rapidly, and the Government of Mongolia (GoM) pursues an ambitious social housing agenda, there is an urgent need for a holistic sector approach. The following three key areas require attention from policymakers: first, there is a need to better balance housing supply and demand, which requires the authorities to focus on prudent mortgage lending standards and supervision, as well as on provision of housing infrastructure and zoned land.

This report examines how green growth and sustainable development policies can be incorporated into structural reform agendas. Land grabbing and speculation, which can both manifest in a multitude of forms, are

Insecure land tenure and property rights for women can contribute to the spread of HIV and to a weakened ability to cope with the consequences of AIDS. Land is a critical asset for the rural poor, and in most countries, men hold the rights to and control over land. As a result, women are often economically dependent on men, do not have secure fallback positions, and, therefore, have very little bargaining power.

When contracts are incomplete, relationship-specific investments may be underprovided due to the threat of opportunistic expropriation or holdup. The authors find evidence of such underinvestment on tenanted land in rural Pakistan. Using data from households cultivating multiple plots under different tenure arrangements, they show that land-specific investment is lower on leased plots. This result is robust to the possible effects of asymmetric information in the leasing market. Greater tenure security also increases land-specific investment on leased plots.
