Despite increasing attention in recent years, little evidence has been available on the issue of women, land and corruption in Africa to inform effective policy-making. There has been no compilation of relevant background information, lessons learnt and approaches to tackling land corruption as it affects women. This publication aims to address that gap, providing practitioners and decision-makers with a compendium of research findings, contextual information and practical solutions to help fulfil women’s land rights.

Community Land Scotland (CLS) has today published ‘Towards Land Ownership Transparency in Scotland’, part of a larger study led by Transparency International to test a framework for assessing land ownership transparency within countries.  The framework was presented at ‘Land Governance in an Interconnected World’, the Annual World Bank Conference on Land and Poverty in Washington DC on March 20^th.

As human rights defenders around the world put their lives on the line to challenge dictators, destructive multi-national corporations, religious conservatives, and oppressive regimes, there pervades a well-resourced and coordinated strategy of defamation, criminalisation and violence deployed to intimidate, marginalise and silence peaceful, powerful activists. The human cost has been high. More than 300 human rights defenders were murdered in 2017. This policy brief presents strengths and weaknesses of state and traditional land justice institutions in relation to access, costs and speed in concluding the process of resolving land cases. In the current legal and institutional framework, strengthening of the customary justice system would bring benefits. With 93% of land in the Northern and Eastern regions under customary tenure, the most important institution is the clan, yet clan rulings are most often ignored by a parallel state system.

Based on a theoretical discussion from global perspective the paper describes present rural land administration and management structure in Bangladesh. Bangladesh is a land scarce country with high-density population. As most of the people live in rural areas and depend on agriculture and allied activities, proper rural land management is crucial. The paper presents an overall view of rural land management in Bangladesh and reveals that the current land management system is almost obsolete. Land administration system is conventional and characterised by inefficiency and corruption.

Registration of land title evidences an indefeasible ownership. However, many people have become victims of fraud. Due to the increase in fraud and the weaknesses of the registration system in the country, this study aims to provide solution to the problem. The paper highlights the controversy surrounding indefeasibility and the concept of federalism in the land administration systems in Malaysia. The electronic land systems and fraud prevention measures in the country are also analysed. While other jurisdictions have title assurance fund, it is not available in Malaysia.

Community-driven development is a strategy for empowering people to choose their own priorities, project leaders, and monitoring. Many believe that this model results in lower corruption rates. We look at what happened in the Arid Lands Project in Kenya and a community-development project in Indonesia. These projects had strikingly different corruption rates, even though the countries had similar corruption perception rates at project startup. Find out which design elements may account for the differences in corruption.

Governance quality plays a key role in private sector development: competent bureaucrats not only create good policies and regulations, but also effectively implement them to shape the business environment. This paper exploit Vietnam’s decentralization of administrative tasks since the early 2000s to test this hypothesis. The paper examines how changes in the provincial administration of national business regulations affect firms through two channels: within-firm productivity levels and resource allocation across firms.
