Regulation 435 of 2016 amends and supplements certain definitions laid down in Regulation 1347 of 2008 as well as its sections 7, 12, and 17. According to the amendment, the line Ministry has to request a technical report from the municipality within one week of an application submission while the municipality has to respond and prepare a technical report within 10 days of the request. Further, the value of the removed pasture area has to be paid in full before the approval is issued.

The Government of Kenya is in the process of establishing a National REDD+ Programme through the Kenya Forest Service (KFS). Two critical elements of the National REDD+ Programme are forest reference levels (FRL) and a National Forest Monitoring System (NFMS). This document describes the steps towards establishing the design of the NFMS and reference levels, through an enumeration and description of required tasks.

"Enhancing country capacity for UNFCCC reporting processes for the Agriculture, Forestry and Other Land Use sector: Costa Rica" summarizes the support provided by FAO between 2013 and 2016 to the government of Costa Rica, through the Monitoring and Assessment of Greenhouse Gas Emissions and Mitigation in Agriculture (MAGHG) project. Costa Rica was among the eighteen countries attending the Second FAO Workshop on Statistics for Greenhouse gas Emissions , held from 3 to 4 June 2013 in Port of Spain, Trinidad and Tobago.

This publication responds to calls in regional and global forestry forums to strengthen capacity for effectively developing and implementing payment schemes for environmental services in sub-Saharan Africa. In particular, the African Forestry and Wildlife Commission, at its 18th session, called for enhancement of the institutional capacities of member countries and the sharing of knowledge on payment schemes for forest environmental services at the national and subregional levels.

Community Forestry (CF) can play a fundamental role in achieving nearly all the SDGs through its focus on improving livelihoods, strengthening local governanceand, halting deforestation and improving forest quality.Various experiences of CF in the region have demonstrated that the allocation of forest management rights and responsibilities to local people is an effective strategy for sustainable forest management and provides potential contribution to improved outcomes for forest cover and condition and local livelihoods.

Early-stage changes in natural sup(13)C and sup(15)N abundance and nutrient dynamics during different litter decomposition

Decomposition, nutrient, and isotopic (deltasup(13)C and deltasup(15)N) dynamics during 1 year were studied for leaf and twig litters of Pinus densiflora, Castanea crenata, Erigeron annuus, and Miscanthus sinensis growing on a highly weathered soil with constrained nutrient supply using litterbags in a cool temperate region of South Korea. Decay constant (kl year) ranged from 0.58 to 1.29/year, and mass loss ranged from 22.36 to 58.43 % among litter types.

Land tenure insecurity and deforestation in the Brazilian Amazonia

This paper examines the effects of land tenure insecurity originating from land reforms on deforestation in the Brazilian Amazonia. A non cooperative game model is developed where natural forests are considered as an open access resource and the strategic interactions between landowners and squatters lead to an over deforestation. The main theoretical restriction is a positive impact of squatters on deforestation. It is successfully tested on a panel data set covering the municipalities of the Legal Amazonia controlling for the endogeneity of squatters in a deforestation equation.
