Indigenous & Community Land Rights

In recent years, local people and rural communities have assumed increasing prominence in strategies for natural resource management.This paper briefly reviews some of the central legal issues that are associated with this shift. In doing so, its goals are limited.

This report describes the current situation faced by rural Karen villagers in Toungoo District (known as Taw Oo in Karen). Toungoo District is the northernmost district of Karen State, sharing borders with Karenni (Kayah) State to the east, Pegu (Bago) Division to the west, and Shan State to the north.

The Communal Land Associations in Community Forests of Budongo Sub-county are the first pilots in Uganda, and are still in the process of formation. Given that this is a new method for group tenure interests in resource management, the process should be dynamic and invite close analysis for improvement.

The purpose of this Issues Paper is to move the debate and stimulate discussion of issues relevant to women’s land rights and social security beyond the unfulfilled demands for gender responsive land policies and land legal framework.

The conflict for which the research team has taken immediate measures to find its causes and give recommendations for its complete arrest, took place from the 1st-14th July 2004 in the frontiers of Engusero Sambu and Kisangiro villages, in the divisions of Loliondo and Sale, respectively, both of Ngorongoro District. Ngorongoro is the third division in the District.
