When will civil society sanction the state? Evidence from Mali

Under what conditions will civil society organizations (CSOs) sanction corruption (the private use of public funds)? CSOs have overcome coordination problems, but could either use this capacity to hold government accountable for public goods provision or to extract rents from politicians. We develop a model and test its predictions using a face-to-face survey with 1,014 CSO leaders from 48 communes in Mali.

Thus, technological innovations aimed at reducing these impacts must focus on both economic and environmental sustainability. Silvo-pastoral systems (SPS) offer productivity increases while generating environmental benefits and ecosystem services and are therefore at the center of debate around sustainable production alternatives.

Maize-based farming systems make up the largest proportion of agricultural land, and maize is central to the food system, in both rural and urban areas. Because of its importance, maize has received wide attention from the government, including in policy and research. As a result, Kenya has been at the forefront of the “maize green revolution” in Africa (Hassan and Karanja 1997; Hassan, Njoroge et al. 1998c).

However, few are attracted by agribusiness despite stakeholders’ efforts toward engaging youth in agriculture. Smallholder farmers in low- and medium-income countries lack sufficient access to agricultural production credit that can help them adopt new technologies and improve their farm production. Compared to men, women smallholder farmers face additional social, and economic barriers that further limit their credit access. Bundling agricultural credit with insurance, or risk contingent credit (RCC), provides a mechanism for addressing some of the credit access constraints and reducing credit rationing among smallholder farmers.

Like many other African countries, Ghana’s rain gauge networks are rapidly deteriorating, making it challenging to obtain real-time rainfall estimates. In recent years, real-time satellite precipitation products (SPPs) development and accessibility have advanced significantly. SPPs may compliment or substitute gauge data, enabling better real-time forecasting of streamflows among other things. SPPs, on the other hand, contain considerable biases that must be addressed before the rainfall predictions can be applied to any hydrologic purpose, including seasonal or real-time forecasts.
