In late 1985, the International Food Policy Research Institute in collaboration with the Rural Development Studies Bureau of the University of Zambia, the National Food and Nutrition Commission, and the Easter Provice Agricultural Development Project embarked on a major research project in Eastern Province, Zambia. The study sought to obtain a better understanding of the public policies that govern the country's push to increase agricultural production and improve the participation of smallholder farmers in it.

Property rights and the Constitution: the position of aliens in Kenya

This study exemplifies the relationship, commonly found in developing countries, between the domain of public law and the sphere of property law. More particularly, the study examines the place of aliens in Kenya with respect to property rights, notably rights to land. The Kenyan Constitution expressly deals with the question of discriminatory laws. Section 82(4)(a) allows the making of laws that discriminate between citizens and noncitizens. This gives validity to the various statutory provisions that restrict the acquisition of property by aliens.

This text is to amend the title of the principal Law, under section 1, as "Ports and Railways Authority Law". Section 3 of this text amends section 4 of the principal law, as concern functions of the Authority and development, such as planning, construction, development, management, maintenance and operation of ports. Section 20 makes provision as for human resources, as concerns the agreement to transfer railway employees to the Authority and Labor Agreement. Section 22, amending section 21 of the principal Law, concerns fees, transportation of goods and persons.

The organization of maize marketing in Zambia reflects the main objective of the system—supplying urban areas with cheap food. Maize purchased from farmers is sold only to the major milling companies, all of which are located in urban centers. The marketing subsidy, reflected in the low sale price to these millers, is in effect a subsidy to mainly urban consumers. Rural retailers are allowed an explicit markup to cover transport costs back to rural areas.

This amendment of the Land Law 1987, establishes that the owner of a dwelling may, under specified conditions and subject to specified provisions, install on the roof of his dwelling a boiler for the heating of water by the sun (section 59A). Section 59B establishes that the owner of a dwelling may be disconnected from the central water or room heating system under specified conditions.

This Law, composed of 12 articles, sets the criteria for defining areas of tourism interest in order to protect them and to plan programmes for tourism development. It confers to the Tourism Agency of Rio de Janeiro State (FLUMITUR) the power to promote agreements with the concerned Government institutions in order to identify the areas to be protected and to establish compatible tourist utilization. It stipulates that all State tourist areas will be created by Government Decree while the tourist amenities will be created, on FLUMITUR proposal, by Resolutions of the State Tourism Council.

Esta Ley establece las normas que regirán todos los actos o hechos en virtud de los cuales se pretenda la transformación de las medidas o límites de predios ubicados en el territorio del Estado de Yucatán, con el propósito de fraccionarlos. Se estipula que ningún fraccionamiento de terrenos podrá llevarse a cabo sin la autorización previa expedida por el Gobernador o por la Secretaría de Obras Públicas y Desarrollo Urbano, después de haberse cumplido los requisitos que, para cada caso, establezca esta Ley.
