These guidelines are issued by the General Department for Land Management concerning utilization of bare land, degraded hills, forests, alluvial flats and water bodies. The approval of land use projects will be based on the economic-technical viability of the project with the objectives of good land management and sustainable land use. The project implementing agency shall classify the land depending on the objectives of the project and the land available. Land should be used in accordance with plans made, the land should be protected and the fertility of the soil improved. Duties of land management authorities include implementation of land allocation for different projects, guidance of participating communes, drawing of administrative maps, creation of land registration documents and preparation of land use certificates. Land management units will cooperate with other bodies (planning, forestry, etc.) in guiding and implementing land management projects from the initiation of the project to the preparation and issuing of the land use certificates.

Implements: Decision by the Chairman of the Council of Ministers on policies for the use of bare land, denuded hills, forests, alluvial flats, and water bodies (No. 327/CT). (1992-09-15)
