The Act consists of 36 sections divided into 5 Parts; The Volta River Authority (I); Functions and duties of the Authority (II); Finance (III); Acquisition of land and resettlement measures (IV); Miscellaneous (V).The Authority is established as a body corporate and shall consist of 8 members, including the Chairman. The Authority shall be responsible for the Volta river development, which consists mainly in the construction and maintenance of hydropower works. The Authority shall control the dam to be constructed is such manner so as to prevent saltwater penetration, excessive rising of the level of the artificial lake, and flooding of areas downstream (sect. 11). Section 27 concerns compulsory acquisition of lands by the President of Ghana for the dam project, whereas section 29 concerns resettlement issues.
