This Executive Order provides for the adoption of Integrated Coastal Management (ICM) as the national strategy for the sustainable development of the country’s coastal and marine environment and resources. The goal is to achieve food security, sustainable livelihood, poverty alleviation, vulnerability reduction and ecological integrity.The Department of Environment and Natural Resources shall be responsible for developing a National Integrated Coastal Management Programme in order to provide direction, support and guidance to the local government units in the development of local ICM programmes and which shall promote the application of the following: coastal and marine use zoning; sustainable fisheries and conservation of living resources; protection and rehabilitation of coral reefs, mangroves, etc.; integrated waste management; integrated management of port safety; etc.The Executive Order further provides for: local government units’ responsibilities for ICM; supporting mechanisms and activities for the implementation of ICM; monitoring of ICM progress; etc.
