This Regional Law regulates issues of conservation, use, popularization and state protection of objects of cultural heritage (monuments of history and culture) of the peoples of the Russian Federation at the regional and municipal levels within the limits of competence and authority of the regional administration. Regional administration shall be responsible for: (a) law making and law enforcement; (b) conservation, management and popularization of the objects of cultural heritage; (c) state protection of the objects of cultural heritage; (d) establishment of the procedure for changing category of the objects of historical and cultural heritage; and (e) establishment of the procedure for the constitution of the protected area of historical and cultural heritage of regional significance.
