This Order amends the Natural Resources (Prescribed Areas) (Prohibition of Categories of Enterprise, Construction and Development) Order, 1996 to provide for transitional arrangements with respect to a permit for an undertaking any category of enterprise, construction or development to which the requirement for a permit did not apply before 1 April 2015 and to modify the list of enterprise, construction or development to which the principal Order applies. The categories include, among other things marine development, waterworks, importation or introduction of species of flora and fauna or other biological organisms, introduction of genetically modified organisms (other than for food or feed), agro-industry and food processing and waste processing and disposal.

The island - discovered by Christopher COLUMBUS in 1494 - was settled by the Spanish early in the 16th century. The native Taino, who had inhabited Jamaica for centuries, were gradually exterminated and replaced by African slaves. England seized the island in 1655 and established a plantation economy based on sugar, cocoa, and coffee. The abolition of slavery in 1834 freed a quarter million slaves, many of whom became small farmers. Jamaica gradually increased its independence from Britain. In 1958 it joined other British Caribbean colonies in forming the Federation of the West Indies.
