This Regulation of the Council of the Amhara National Regional Government concerns the transfer of urban land by lease in accordance with the Urban Lands Lease Holding of the Revised Federal Proclamation No. 272/2004. The lease system shall be operative in specified cities. Urban landholdings which are meeting specified conditions shall be transferred into the lease system. The Directive No. 23/2006 issued by the Council of Regional Government shall be applicable concerning the status of cities, grades of the land sites and minimum lease price of the cities indicated here in above with the view to creating favorable conditions for the lease system effectiveness.
