Article 4 shall be amended to add the following wording: “Maximum agricultural land area located within the boundaries of one municipal district that can be owned by a single natural and (or) legal person shall be established equal to 10 percent of total available agricultural land area located on the aforesaid territory at the moment of allotment and (or) purchase of such agricultural land plots”.

This Regional Law regulates the issues of allotment of public or municipal land to multi-child families in ownership free of charge for housing construction, country housing construction and subsidiary small-holding. It shall be applicable to families with three and more dependent children. The aforesaid plots of land shall be selected out of stock of available land in accordance with land-use planning documentation. The aforesaid plots of land shall be allotted to a family as common indivisible property.

This Regional Law regulates management and protection of land as a basis for vital activity of the population. Regional administration shall have the following competence in the sphere of land relations: (a) enforcement of the federal land legislation; (b) expropriation, including bailout, of plots of land for public needs; (c) elaboration and realization of regional programs for land conservation; (d) management and disposal of land plots pertaining to regional property; and (e) other plenary powers not pertaining to federal bodies or local government.
