The Netherlands Enterprise & Development Agency supports entrepreneurs, NGOs, knowledge institutions and organisations. It aims to facilitate entrepreneurship, improve collaborations, strengthen positions and help realise national and international ambitions with funding, networking, know-how and compliance with laws and regulations.

RVO is a government agency which operates under the auspices of the Ministry of Economic Affairs and Climate Policy. Its activities are commissioned by the various Dutch ministries and the European Union.

L’économie tchadienne, à l’instar de beaucoup de pays d’Afrique subsaharienne, repose fondamentalement sur le secteur primaire (agriculture et élevage) qui fait vivre 80% de la population tchadienne (Kaou, 2002). Dans les zones rurales, sur les 78% de la population active, 53,9% est constitué par des femmes (FAO et CEEAC, 2021). Selon Oxfam et al. (2013), les productrices rurales représentent 40% de la population tchadienne, mais, elles gagnent moins d’argent que les hommes malgré qu’elles investissent plus dans l’alimentation du foyer.

In some cases, the resolution of problems has been unfair due to the lack of legal knowledge and representation to help the vulnerable population. It is in this context that the paralegal figure was established, endowed with solid knowledge to voluntarily provide basic legal support to community members.

LAND-at-scale (LAS) is a land governance support program for developing countries from the Ministry of Foreign Affairs of the Netherlands, which was launched in 2019. The objective of the program is to directly strengthen essential land governance components for men, women and youth that have the potential to contribute to structural, just, sustainable and inclusive change at scale in lower- and middle-income countries/regions/landscapes.

The current study focuses on mapping active stakeholders and HLP rights projects and programmes in areas of return in Iraq. Specific attention will be given to economic and political factors and challenges, as well as the gender dimensions of these programs. To meet this objective a questionnaire was prepared for key stakeholders. In addition to an extensive literature review of the legislative Iraqi system and published reports by organizations focusing on HLP rights.
