The Seychelles Legal Information Institute (SeyLII) offers free and anonymous access to case law, legislation and secondary legal materials from the Seychelles. SeyLII is an independent, self-funded organisation and needs your support.

SeyLII was established in 2012 under the auspices of the Judiciary of Seychelles and with the support of AfricanLII.  It became an independent registered association in 2015. SEYLII is a member of the international Free Access to Law Movement and subscribes to the principles of the Declaration on Free Access to Law

The vision of SeyLII is to be the primary legal resource institution in Seychelles, providing free, reliable online access to essential Seychelles legal resources. These core resources have not previously been readily or cheaply available to most citizens of Seychelles. They make it easier for practitioners and judges to research the law, to prepare cases for hearing, and to write fairly researched judgments and decisions, and for lawyers and non-lawyers (both local and international) to understand and monitor the changing nature of Seychelles’ legal environment.   

In addition to providing a portal for case law and legislation, SEYLII aims to increase public awareness of the operations of the domestic courts and the broader legal profession, thereby improving access to the courts and strengthening public confidence in the administration of justice.

Immovable Property (Transfer Restriction) Act (Cap. 95).

This Act concerns restrictions on sales and leases of immovable property to persons who are not citizens of the Seychelles. Lease or purchase by a non-citizen requires permission of the Minister. In considering such permission, the Minister shall take into consideration specified criteria including if purchase is in the interest of Seychelles. A transaction carried out without the sanction of the Minister shall be unlawful and void and rights that were subject of the transaction shall be forfeited to the Republic.

National Monuments Act (Cap. 140).

This Act establishes the National Monuments Board as a body corporate. The Board shall recommend to the Minister the declaration of any monument as a national monument and shall manage and preserve national monuments. If a monument is situated on land not belonging to the Government, a declaration shall be made in accordance with the procedure specified in this Act. Other provisions of this Act concern notification of discovery of any ancient monument or relic, excavation, exportation of any ancient monument or relic and offences.

Land Settlement (Perpetual Leases of State Land) Act (Cap. 108).

This Act provides for the grant by the Government of perpetual leases, i.e. leases of State land granted for the purposes of land settlement, which shall endure in perpetuity unless they lapse or are terminated or surrendered. Perpetual leases of State land may be granted for purposes of land settlement and shall be subject to terms and conditions stated in them and in provisions of this Act. Transfer, mortgage, etc. of a lease shall be subject to permission of the Government.

Land Registration Act (Cap. 107).

This Act provides rules for the registration of rights in land in the Seychelles. There shall be a Land Registry and an (appointed) Land Registrar. The Act also concerns the effect of registration, conversion of qualified title into absolute title, co-ownership and partition of land, registration of rights held by foreigners and the form of transfer of various rights in lands. The provisions of this Act shall apply to usufructuary interests in the same manner as they apply to leases.

Immovable Property (Judicial Sales) Act (Cap. 94).

This Act concerns judicial sales of property including agricultural crop. It gives rules for the seizure and execution by way of sale. At any time, while the execution debtor remains in possession of the property seized, as judicial sequestrator, any creditor may obtain an order for the sale of part or of the whole of the crop of the said property. All sums of money which shall have been advanced by any sequestrator in accordance with the foregoing provisions shall be a privileged claim on the crop of the property.
