Hon. Ellen Olounfe Pratt is the Commissioner of Land Use and Management with the Liberian Land Authority. Commissioner Pratt is an executive management professional and urban planner with a specialization in urban infrastructure development, and has over 20 years’ experience in public and private sector institutions in the US and Liberia. As one of five Commissioners of Liberia’s newly legislated land agency, Commissioner Pratt is charged with developing a comprehensive land use and management reform agenda, including a National Land Use Planning and Management Policy, which will be the first inclusive land planning strategy developed in Liberia.
As an urban planning expert, Commissioner Pratt has participated in high-level panels, knowledge exchanges, and expert group meetings worldwide. Madam Pratt managed a multi-stakeholder process and authored the Liberia National Habitat Report, outlining the Country’s framework for a New Urban Agenda as required by the United Nations. Commissioner Pratt is a certified urban planner and a member of the American Institute of Certified Planners (AICP). She earned her Bachelor of Environmental Design in Architecture from North Carolina State University and a Master of City and Regional Planning from Georgia Institute of Technology.
