LAND CONSOLIDATION AS A FACTOR FOR SUCCESSFUL DEVELOPMENT OF AGRICULTURE IN MOLDOVA

Reports & Research
september, 2016
Moldova

Since 1991, Moldova has carried out a wide range of radical reforms affecting its social and economic system. The land reform, which was practically completed in 2000, created over 1 million landowners among the rural population. Many of them entrusted their land to managers of newly created corporate farms. Others used their privately owned land to establish independent family farms. The creation of independent family farms (so-called "peasant farms") was one of the primary goals of the land reform. More than 280,000 peasant farms have been created, averaging 1,86 hectares in size.

Following the end of apartheid, South Africa’s government set itself ambitious goals with a planned land reform. However, there have since been barely any changes in the country’s agricultural structure, and the positive impacts that were hoped for on rural livelihoods have hardly materialised. This paper assesses past trends in agricultural land and labour productivity, as a test whether it is feasible to meet the SDG target 2.3, namely doubling productivity and incomes of smallholders within a 15-year time span, if history were to serve as a guide. The target implies agricultural productivity would need to increase by 4.6% per year on average during 2015-2030. Available country-level data on land productivity (1961-2012) and labour productivity (1980-2012) for 140 countries shows that past trends fall well short of the desired pace of productivity growth.

SBSTA 45 in Marrakech represents a unique opportunity for Parties to decide on the future of agriculture within the UNFCCC. The process of discussions on issues related to agriculture initiated at COP17 in Durban 2011 culminates at COP22 in Marrakech 2016. The explicit reference to food security in the preamble of the Paris Agreement and the Intended Nationally Determined Contributions which prioritize agriculture as a sector for adaptation and mitigation actions, provide a foundation for Parties to develop appropriate frameworks to support

Dryland regions in Sub-Saharan Africa are home to one-half of the region’s population and three-quarters of its poor. Poor both in natural resources and in assets and income, the inhabitants of drylands are highly vulnerable to droughts and other shocks. Despite a long history of interventions by governments, development agencies, and civil society organizations, there have been no sustained large-scale successes toward improving the resilience of drylands dwellers.

forecast information, and value-added information products such pest and disease risk

warnings, crop yield forecasts, or management advisories. The new Rwanda Climate Services
