The Committee was briefed by the Department of Rural Development and Land Reform (DRDLR) on the performance of Communal Property Associations for March to December 2015. In all, 1 483 Communal Property Associations (CPAs) had been registered since the passing of the Act and 48 were registered in the 2015/16 financial year. The CPAs had been afflicted by a number of problems and the Department had taken steps to address them by the establishment of CPA District Fora to serve as a platform to share experiences.

ABSTRACTED FROM EXECUTIVE SUMMARY: Throughout Tajikistan, land, and access to it, is paramount to continued resilience and improved livelihoods of rural citizens. Agricultural output, especially from small to medium sized farms, constitutes a disproportionately high percentage of Tajikistan’s overall Gross Domestic Product (GDP) and represents an opportunity for continued economic growth for both the farmers and the country.
The author describes a new type of negotiated land reform that relies on voluntary land transfers negotiated between buyers and sellers, with the government's role restricted to establishing the necessary framework for negotiation and making a land purchase grant available to eligible beneficiaries. This approach has emerged-following the end of the Cold War and broad macroeconomic adjustment--as many countries face a second generation of reforms to address deep-rooted structural problems and provide a basis for sustainable economic growth and poverty reduction.

The World Bank has funded land reform, land administration, and land management projects in the Europe and Central Asia (ECA) region since the early 1990s. The region comprises the 15 countries of the former Soviet Union, the former socialist countries of Central and Eastern Europe, and Turkey. Both the privatization of land and property assets and their efficient management and mobilization in the credit markets have been at the center of the transitional reforms to date.
