La Ley limita el desarrollo urbano en las zonas rurales. A tal fin, las municipalidades deberán identificar, sobre la base de criterios reglamentarios, suelos no urbanizables en las zonas rurales (art. 2º). Los usos en suelos no urbanizables se clasifican en permitidos, autorizables, incompatibles o prohibidos, en función de la compatibilidad del uso propuesto con la utilización de esos suelos para otros fines (art. 3º).
These Rules, which have been adopted in accordance with Sections 14 and 445 of the National Land Code, make provision as regards application for land, disposal of land and matters connected therewith within the federal territory of Kuala Lumpur. La presente Ley del impuesto sobre bienes inmuebles, tiene por objeto establecer en favor de las municipalidades un impuesto sobre los bienes inmuebles. Son objeto de este impuesto los terrenos, las instalaciones o las construcciones fijas y permanentes que allí existan.

Purpose of the Law is to ensure urban development, as well as the accomplishment of urban economics and social progress, and to meet the needs of the socialist modernization drive. It consists of six Chapters. In Chapter I (General Provision), it explains that 'urban' means the municipalities directly under the Central Government, the provincial cities and the towns; 'large city' means a city with more than 500,000 population, 'medium size city' means that the population is between 200,000 to 500,000, 'small city' is used for cities where the population is less than 200,000.
There is hereby laid down the legislative framework relevant to land expropriation, which shall be allowed only for public purposes. The Act defines with detail the procedure to be followed and provides for the compensation which is to be paid to owners.
