Fair and secure leasing arrangements that balance the interests of the tenant and the land owner can lead to improvements in access to land for farming, better agricultural production and improved access to food. It is increasingly recognised that migrants constitute an invaluable resource for development and poverty reduction in their home countries. For many developing countries, remittances from overseas migrants exceed development aid and foreign direct investment volumes. Moreover, remittances from migrant relatives, either internal or international, are often the main component of rural households’ incomes. Unlike aid, remittances flow directly to individual households and unlike loans they incur no debt.

The response to that guide showed a need for information on rural property tax systems to be more easily available in other regions. In addition, this volume places a rural property tax more explicitly in the context of decentralization.

These resolutions recognised the violation of women's property rights as a violation of fundamental human rights and the UN's commitment to stop such violations.
