This Regional Law regulates relations originating in the process of management of regional natural resources with a view of setting up favorable conditions for rational use, protection, conservation, reproduction and increase thereof, and environmental improvement. Objects of legal regulation by this Regional Law shall be land, air, subsoil, surface water and groundwater, forests, wild fauna and wild flora, natural landscapes and protected areas. Natural resources shall be public property.

This Act makes provision for the protection of the environment and vegetation and provides rules to environmental sanitation and physical planning and development. It shall promote the conservation of the natural environment and landscape beauty of Norfolk Island and to ensure, so far as is practicable, that physical works and other activities are in harmony with the natural environment. The Act establishes the Norfolk Island Planning Board. The Board shall consider applications for authorization of activities for which approval is required under this Act.

Il est créé dans le site de la lagune de Marchica, une zone d'aménagement et de mise en valeur dont les limites sont fixées conformément au plan annexé à la présente loi. This Regional Law establishes that areas of traditional management by indigenous small ethnic communities of the North, Siberia and the Far East shall be considered protected areas destined for traditional management and ensuring traditional and customary rights of indigenous small ethic communities. Areas of traditional nature management can include: (a) stationary and non-stationary dwelling places, cattle camps, reindeer farms, hunters and fishermen sites; (b) land parcels and waterbodies used for traditional management; and (c) objects of cultural heritage.
