Town and Country Planning General (Amendment) (England) Regulations 1992 (S.I. No. 1982 of 1992).

These Regulations amend, in relation to England, the Town and Country Planning General Regulations 1992, by stipulating that a grant of planning permission for development which falls within regulation 3 of those Regulations (other than development of any land by an interested planning authority or by an interested planning authority jointly with another person specified in the planning application) is attached to the land and shall be for the benefit of all persons for the time being interested in it.

This Decree, composed of 26 articles and 3 Annexes, implements Law No. 1.130 of 12 February 1987 individuating the Areas of Special Interest in Rio de Janeiro State and definining the standards for the parcelling projects referred to in art. 13 of the Law No. 6.766 of 19 December 1979. It provides a detailed list of the municipal bordering areas and of the properties with more than 1.000.000 m2 where land parcelling for urban purposes is subject to the State previous approval. This Decree does not apply in the areas pertaining to the Metropolitan Region of Rio de Janeiro.

Supreme Soviet decrees to give a new wording to the issue 15, that reads as follows: «Government of the Russian Federation can transfer the following plenary powers to the ministries and institutions as regards the objects of federal property, including plenary powers as reads subordinate enterprises: concluding contracts with the heads of enterprises, organizations, institutions, contracts on lease and constitutive agreements in accordance with the legislation of the Russian Federation.’’

No person shall without prior approval of the Board as defined in the Natural Resources Act cultivate or permit to be cultivated any land or destroy any vegetation in the vicinity of specified inland waters. The Board may, when granting approval, impose such terms as deemed necessary for the protection of natural resources. The Board may withdraw approval if a person fails to comply with the terms prescribed. (7 regulations)

These Regulations make procedural provision for applications for (variation of) listed building consent, for conservation area consent a local planning authority and for appeals in respect of these matters.The Regulations also provide for notices and for other procedural provisions in relation to listed buildings and buildings in conservation areas, and for the application and modification of legislation in relation to enforcement notices and conservation areas.

Decree on combating oil pollution on land (No. 977 of 1974).

Decree to implement provisions of the Act on combating oil pollution on land of 1974. It prescribes measures to prevent or combat oil pollution caused by the storage of oil. Specific duties are laid on the party storing oil for safe storage and to prepare a contingency plan if more than one million liters of oil is stored at the same site. The contingency plan shall contain the information specified in article 5. The contingency plan shall be approved by the local council and be ratified by the Regional water and Environment District (art. 6).

These Regulations are formulated in accordance with the provisions in the Water and Soil Conservation Law of the People's Republic of China to prevent and control water and soil loss. The Text consists of 35 Articles divided into 6 Chapters: General Provisions (I); Prevention (II); Control (III); Supervision (IV); Legal Liabilities (V); Supplementary Provisions (VI).The local people’s governments of the prevention and control areas for water and soil conservation shall put in practice the target and responsibility system (art.3).

These Regulations specify, in the Schedules, permitted development, i.e. development permitted without the requirement to apply for or obtain a grant of development permission. They shall apply to all land in the Islands except, among other things: (a) undeveloped Crown land, other than undeveloped Crown land in respect of which a lease has been granted; (b) land within a conservation area declared under the Physical Planning Ordinance; and (c) land within any declared area under the National Parks Ordinance.

Notification on the procedures of forest settlement in Bhutan.

The newly instituted Survey and Demarcation Division shall conduct the survey and definiton of boundaries of the so called reserved Forests of Bhutan and shall widely spread information about the forest areas included under this provision, in order to ascertain eventual claims of rights on forests and their products, land and water courses or grazing and pasture rights. The involved land shall be excluded from the reserved forest areas or expropriated or acquired.
