These Measures aim to protect, construct and utilize rationally grasslands, improve the ecological environment, maintain the biodiversity, develop modern animal husbandry, and promote the sustainable development of economy and society. The Text consists of 61 Articles divided into 7 Chapters: General Provisions (I); Grassland Tenure (II); Grassland Planning and Construction (III); Grassland Utilization (IV); Grassland Protection (V); Legal Liabilities (VI); Supplementary Provisions (VII).The people's governments at or above the county level shall, in accordance with the law, register and confirm the right to use the grasslands, and issue certificates for the right to use. The grasslands under collective ownership, and those under ownership by the State that are assigned to collectives according to law for long-term use, may be contracted by households or a group of households within the collectives. The grasslands under ownership by the State that have been assigned to the entities owned by "the whole people" may be managed by contracting. It is forbidden to graze or mow on the prairie which is contracted or used by others. The competent grassland authorities of people's governments at or above county level shall be responsible for conducting surveys of grasslands within their respective administrative areas and formulating plans for the grassland protection, construction and utilization.
