Great Britain formally acquired Malta in 1814. The island staunchly supported the UK through both world wars and remained in the Commonwealth when it became independent in 1964; a decade later it declared itself a republic. Since about the mid-1980s, the island has transformed itself into a freight transshipment point, a financial center, and a tourist destination while its key industries moved toward more service-oriented activities. Malta became an EU member in May 2004 and began using the euro as currency in 2008.

Malta is a parliamentary republic.

These Regulations concern the fees to be paid to the Malta Environment and Planning Authority in respect of applications for permission to carry out development in the areas specified in the Schedule, such as waste disposal, land reclamation and livestock farm buildings.

These provisions lay down amendments and addenda to the Nitrates Action Programme Regulations. New definitions are inserted in regulation 2 (livestock unit, deep litter system). The addenda concern exemptions for units of bovines, swine, ovines, caprines and rabbits, as well as production units of layer hens and broilers managed by a single farmer having an animal population equivalent or lower than the animal populations listed in Schedule IV (but in any case less than three livestock units).

This Order lays down some amendments to the Environment and Development Planning Act of 1992.
