In Kenya, smallholders are improving the health of their families by growing local cereal varieties and indigenous vegetables. The use of traditional foods is even helping people with HIV/AIDS.

Over the last few decades, the range of agricultural extension and advisory services as well as the notions of which tools and methods are most suitable have seen fundamental changes. The Government extension services in Papua New Guinea (PNG) are weak. There is a general lack of money and staff, and the country has a poor infrastructure. Above all small-scale farmers in remote areas are left out of developments. This applies in particular to women farmers, despite their providing 85 per cent of the rural workforce.

Agricultural development has moved up the agenda. Today it has not only to reduce poverty and hunger, but also become environmentally sustainable and climate smart. Disputes over agricultural policies are highly visible, but consensus exists on fundamentals for growth. It is not just what to do that matters, but also how to do it. Increasingly, the search is not for optimal policy, but for ‘good fit’, or even ‘good-enough’ policy.

For a long time, the agricultural policies of the Mercosur states ignored family farming, focusing on promoting individual crops and export production instead. Rural development was not on the agenda. Only after the turn of the millennium did a process of rethinking set in.
