The document consists of 4 sections. Plots of land subject to radioactive contamination and not ensuring crops complying with sanitary requirements and norms shall be subject to removal from the category of agricultural land. Expropriation of the aforesaid category of land from owners of the plots of land and non-public land tenants shall be carried out in legal form while expropriation from state land tenants shall be carried out by decision of the competent body.

This Act provides for the establishment of coastal management program and the designation of coastal zone and special management areas and related matters. This Regional Act aims at ensuring the rational use of water resources, soil conservation, rural development and improvement of agricultural production by laying down the legislative framework concerning land reclamation. The regional territory is divided into different districts for the purpose of planning, performing and managing land reclamation. The interventions to be undertaken are listed out in article 5. The Regional Council shall adopt the regional land reclamation programme in accordance with article 8.

The purpose of this Act is to prevent potential danger or injury to public health and environment due to soil contamination and to properly maintain and preserve soil including purifying the contaminated soil to conserve the soil ecosystem, etc. This Act shall not apply to soil contamination caused by radioactive materials.The Minister of Environment shall formulate and enforce a basic plan for soil conservation every 10 years and shall include matters listed in article 4.

This Act concerns the planning the use, development, management and protection of land in Samoa. One of the declared objectives (sect. 8) of this Act is to provide for the fair, orderly, economic and sustainable use, development and management of land including the protection of natural and man-made resources and the maintenance of ecological processes and genetic diversity. The Planning and Urban Management Agency is established under section 4 and the Planning and Urban Management Board under section 5. The functions of the Board are set out in section 9.
