La presente Resolución establece los requisitos y procedimientos para la elaboración y tramitación de los planes de ordenamiento territorial (POT) para el desarrollo urbano y rural, a nivel local y parcial.

This Ministerial Decree establishes that land shall be classified by categories according to Land Code. The classification shall be as follows: (a) arable land; (b) long-fallow land; (c) land under perennial cover; (d) meadow land; (d) forest land; (e) land under plantations and shrubbery not pertaining to forest estate; (f) marsh land; (g) urban land; (h) land of waterbodies; (j) disturbed land; (k) unused land; and (l) unclassified land. Classification of land by categories shall be the primary task of the state land cadastre.

This Regional Law establishes the value of public or municipal land destined for sale to the owners of edifices and construction located thereon. The price of public or municipal land shall be equal to two and a half percent of cadastre value in case of sale to commercial organizations, individual entrepreneurs, citizens and non-commercial organizations that are owners of the aforesaid constructions and edifices.

This Regulationt enforces the Law of Urban Land of 13 September 1987. The Regulation consists of 75 articles divided in 5 Chapters: Definitions and Regulations related to the Land Construction (I); Rules regarding Recognition of Land (II); Purchase and Ownership of Lands (III); Preparation, Construction and Transfer of Land Ownership (IV); Miscellaneous Provisions (V).The Regulation defines the concepts and explains the provisions of the Urban Land Law based on the Civil Code and other prevailing Act.

There is hereby established the legislative framework in matter of urban planning, taking into particular account the economic and social development at the national and local levels and the protection of the environment.

This Ministerial Decree validates the rules for provision of public services and amenities in urban areas, except for the city of Minsk. The provisions include greening of urban areas, sanitary cleaning of the territory, i.e. consumer waste collection, sorting and disposal, organization of recreational areas for the population.

La présente loi abroge et remplace les dispositions des articles 1 et 2 de la loi n° 72­02 du 1er février 1972 relative à l’organisation de l’Administration territoriale. Cette loi détermine les règles d’organisation de l’Administration territoriale de la République du Sénégal afin de réduire les déséquilibres constatés dans ces zones tout en créant des dynamismes territoriaux nouveaux pour assurer à toutes les régions un développement harmonieux et durable.
