The present Ordinance shall cover: a) the organization of the Land Register; b) the structure, content and legal effects of the Land Register; c) electronic commerce with the Office of Justice; d) the procedure for the registration, modification and deletion of rights in remnants of immovable property as well as of reservations and remarks; e) the distribution of information and the inspection of the Land Register.

This Law prescribes for the land ownership, powers and responsibilities of the State in representing the entire-people ownership of land and uniformly managing land, the land management and use regimes, and the rights and obligations of land users over the land in the territory of Vietnam. The persons taking responsibility before the State for land use are: 1. These Regulations amend the Regulations made under the Sectional Titles Act, 1986 with respect to various matters, with various references to the Sectional Titles Schemes Management Act, 2011. Matters concern mainly documentation and certification. Regulation 30 on management rules as contemplated in section 35 (2) (a) of the Sectional Titles Act, 1986 and regulation 39 on arbitration are repealed.

The provisions of this Act shall apply only to land, interests in land, or dealings in land, registered under this Act. This Act sets forth organization, administration, duties, authorities and responsibilities of the Land Registry and registrars. A Registrar of Lands shall be appointed by the Public Service Commission to manage the Land Registry in accordance with this Act. The Land Registry includes a register in respect of every parcel which has been adjudicated in accordance with the Land Adjudication Act and a register in respect of each lease required by this Act to be registered.

This Act provides for the town and country planning at national, district and local level. It sets forth the provisions to prepare, approve and a deposit a plan and establishes an administrative framework for development planning. The Act also provides for development control and enforcement. It consists of 99 sections divide into 10 Parts.The Act establishes the Physical Planning Council and the Physical Planners Board. There shall also be a Commissioner for Physical Planning.

This Act amends the Land Utilization Act in section 2 in the definition of "Minister" and by insderting a definition of "Authority" (i.e. he Land Subdivision and Utilization Authority established under section 9). Section 9 is repealed and replaced. That section provides for membership of the Land Subdivision and Utilization Authority. Section 8, concerning evidence, for purposes of land registration, that a subdivision had been approved by the Minister is also amended.
