Introduction: Land, Race and the Agrarian Crisis

The disastrous effects of widespread land grabbing and land concentration sweeping the globe do not affect all farmers equally. The degree of vulnerability to these threats is highest for smallholders, women and people of color—the ones who grow, harvest, process and prepare most of the world’s food.

How UK institutional investors finance the global land grab’, highlights the investments of UK institutional investors, such as British Airways Pension Fund, Legal & General and Standard Life, in companies accused of grabbing land, destroying the environment, and undermining sustainable livelihoods.

This briefing paper makes the case for proactive business engagement in respecting land rights and ensuring legal, fair and inclusive practices on land use, access to natural resources and equitable development opportunities. It outlines key challenges, provides an overview of existing instruments that can help companies address issues related to land, and points to practical entry points for improved business practices.

Unstable weather conditions specific for the Republic of Moldova destabilize the agricultural products market. These and other features of modern agriculture make our society to face acute need for informatization, especially it concerns the agricultural producers (farmers) but also public authorities of all levels. The implementation of Agricultural Cadastre Information System, initiated successfully in our country, is a fundamental solution in this regard.

To justify the importance of the indicators affecting the cadastral value, surveys were carried out, by help of which opinions of different respondent groups were summarized. The interviewed respondent groups were real property specialists of municipalities and experts. The thematic blocks of the questions included in the questionnaires are designed with the aim to clarify the quality of the indicators of cadastral assessment models, as well as their significance.

The article intends to verify the logical and methodological framework of a cadastre of values, based on the market prices, in addition to cadastre of incomes, as provided by the reform guidelines which
have been discussed by some time in the Italian Parliament, also in view of the criticism made and the issues inherent in the theoretical and empirical determination of the asset values for the intended purpose.
