Strengthening Southern Africa’s NDCs to Bolster Farmers’ Interests

Agriculture and other land-use sectors play a major role in the global response to climate change – as a large source of greenhouse gas (GHG) emissions, as a carbon sink, and as a sector vulnerable to climate extremes and variability. Nationally Determined Contributions (NDCs) are important policy instruments under the Paris Agreement that guide national climate actions in the near to short term. While most Southern African countries have included agriculture in their current NDCs, many lack sector-specific, quantifiable commitments to drive targeted action.

The crowdsourcing vegetable pilot project was implemented in Hoima, Uganda, from March 2019 to the beginning of 2021, by East-West Seed Knowledge Transfer and the Alliance of Bioversity International and CIAT, in collaboration with the World Vegetable Centre and the National Agricultural Research Organisation of Uganda and notably the Bulindi Zonal Agricultural Research and Development Institute in Hoima.

Climate-smart agriculture investment portfolios in Guyana: a way forward

Guyana has densely populated coastal regions and relatively inaccessible Hinterland and is highly vulnerable to climate change and climate variability. The agriculture sector requires a transformation towards climate-resilient agriculture systems. In order to respond to this priority, the Alliance of Bioversity International and CIAT, the Ministry of Agriculture of the Government of Guyana and local partners, joined efforts to develop and implement a Caribbean Development Bank (CDB) financed project, ‘Development of a Framework for Prioritizing Climate-Smart Agriculture (CSA)’.

Moving towards net zero GHG emissions by 2050 is likely a pre-condition for avoiding global warming higher than 1.5ËšC by the end of the century. The land-use and agriculture sector can provide close to one third of this global commitment while ensuring food security, farmer resilience, and sustainable development. Protecting soil organic carbon (SOC) and sequestering carbon in organic matter-depleted soils might cost-effectively provide close to 15% of this target and support another 15% from large-scale restoration and implementation of best agronomic practices.

Starting from 2010, the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) scenarios team has led several future scenario-guided policy formulation processes under the FP1 Flagship Priorities and Policies for CSA. These scenario-based processes combined stakeholders’ workshops with quantitative modelling to guide planning for food and nutrition secure futures under changing climatic conditions. While earlier scenarios focused on the regional level, the scope have since expanded to encompass multiple regional and national policy development processes.

The Crop and Spatial Modeling activity was part of the project ‘Development of an Evidence-Based, Gender Equitable Framework for Climate Smart Agriculture Interventions,’ carried out under the Ministry of Agriculture and in collaboration with the International Center for Tropical Agriculture (CIAT), the Hydrometeorological Service of Guyana, and the University of Guyana. The project required geospatial vulnerability assessment and crop modeling research and extends previous climate change studies and vulnerability and capacity assessments regarding Guyana’s agricultural sector.
