Esta tese examina o tema da recuperação de mais-valias fundiárias urbanas, situando-o como campo de investigação multidisciplinar e mapeando seu entendimento no contexto latinoamericano. O trabalho identifica relações entre o diagnóstico da debilidade na implementação de instrumentos de política urbana associados ao tema na América Latina e o das ambiguidades em sua interpretação, investigando a existência de um hiato entre o reconhecimento abstrato do tema e sua apropriação concreta na região.

FACTORS INFLUENCING SUPPORT FOR RURAL LAND USE CONTROL: A CASE STUDY

Agricultural land is being converted into rural residences at an unprecedented rate in the Inter-mountain West. Survey data have been collected for Sublette County, Wyoming concerning preferences for private land use and land use control. Selected land use controls include zoning, purchase of development rights and cluster development. Local in-migration appears to be driven by the pursuit of open space and environment amenities. Logit models are estimated for public and private choice co-variates.

AGRICULTURAL LAND USE CHOICE: A DISCRETE CHOICE APPROACH

A discrete choice model and site-specific data are used to analyze land use choices between crop production and pasture in the Corn Belt. The results show that conversion probabilities depend on relative returns, land quality, and government policy. In general it is found that landowners are less inclined to remove land from crop production than to convert land to crop production.

This paper presents a dynamic model of land resource degradation and shifting rice cultivation in West Africa based upon Boserup and Dvorak. The model indicates the ex ante impact of research strategies to maximize the economic benefits of host plant resistance and land resource management and thereby stabilize yield decline and reduce land degradation.

Wetlands and Agriculture: Private Interests and Public Benefits

Society has recently increased the value it places on the services that wetlands provide, including water quality improvements, flood control, wildlife habitat, and recreation. However, owners of wetlands are often unable to profit from these services because the benefits created are freely enjoyed by many. This report examines differences between public and private incentives regarding wetlands. Federal wetland policy has shifted in recent decades--from encouraging wetland conversion to encouraging wetland protection and restoration--in an effort to balance public and private objectives.

Share contracts under information asymmetry often involve input application and risk sharing inefficiency. These difficulties are nullified under full information which can be approximated in repeated contracts. We give evidence of cooperation in repeated contracts, indicating the existence of full information efficiency and efficient resource use, despite underlying information asymmetry.

A dynamic model of deforestation and agricultural expansion in the Philippines is developed to elucidate the economic factors driving current land use trends and determine the efficacy of prevailing public forest management regulations. Landholders and residents of amenity rich Sublette County, Wyoming were surveyed concerning preferences for land use controls. Logit models are estimated for policy approval. Private choice variables rather than public choice variables are the primary determinants of policy approval.
