Diagnosis of headwater sediment dynamics in Nepal's middle mountains : implications for land management

An evaluation of headwater erosion and sediment dynamics was carried out to assess the health of the Middle Mountain agricultural system in Nepal. Controversial statements predicting this system's imminent demise and identifying Middle Mountain farming practices as major contributors to downstream sedimentation and flooding have long been promoted and have suggested the following research hypothesis: soil and sediment dynamics and the indigenous management techniques within headwater Middle Mountains basins do not indicate a deterioration in the health of the agricultural system.

Access to land is increasingly becoming a problem in Africa as a result both of population growth and tenure reforms. The standard argument for tenure reform centres on the role of uncertainty in discouraging investment on land held without long-term security. The rationale for this 'replacement' paradigm, however, can be questioned on economic, ecological and social grounds. The history of land tenure reform in Kenya, especially that of group titles in the semiarid areas, is a case in point.

The importance of land tenure to poverty eradication and sustainable development in Africa: Summary of findings

This paper draws out the key links between land tenure and poverty eradication. The author argues that in countries where land distribution remains highly inequitable, effectively designed and targeted, it could be a key component of anti-poverty strategies, but significant complementary measures, notably agrarian support services, are also required to achieve real impacts, together with investments in employment and economic diversification.

Recent FAO experiences in land reform and land tenure

Brief summary of FAO’s experience in agrarian reform and the most relevant activities of the current programme related to this field. It argues that the type of agrarian reform that considers the redistribution of land from the rich to the poor either through confiscation or through pre-emptive buyouts belongs to the past. However, this does not mean that Member Nations have stopped seeking ways to improve access to productive resources (land, water, etc.) as a cornerstone to their rural development policy.

Après avoir dénoncé l'approche instrumentaliste en matière législative, qui consiste à croire qu'il suffit d'adopter une loi 'moderne' pour que soient résolus les problèmes, l'auteur préconise l'adoption d'une approche sociologique par le législateur, qui devra accepter qu'une réforme foncière s'adresse à une société pluraliste.
