In 2012, Vietnam will celebrate 25 years of economic reform and structural re-adjustment from a largely centralized, subsidized economy to one based on market principles. A major component of these reforms has involved establishing land and property rights, thereby giving individuals and organizations secure title to the property they occupy and use. The passing of various Land Laws has given legislative support to the concept of private property rights. This represents a significant ideological change, given that land in Vietnam has always been considered to belong to the State.

The study proposed in this article is devoted to the analysis of business process of the enterprises based on individual principles (agricultural farms) and to the determination of their role in Moldova’s agriculture development. The international practice, for a long time, demonstrated the efficacy and priority of the agricultural farms potential based on individual principles, mostly those of family type. In its turn, for Moldova’s agriculture, the individual form of enterprises is the closest to private ownership of agricultural land.

We draw on empirical results from three case studies of property rights change across forest and fisheries ecosystems in central Vietnam to investigate the circumstances under which collective property rights may make sense. A
generic property rights framework was used to examine the bundles of rights and associated rights holders in each case, and to assess these arrangements with regard to their contextual fit, legitimacy and enforceability. Through investigating the reactions of commercial farmers to land and water reforms in the Trichardtsdal-Ofcolaco area, Limpopo Province, Olifants Basin, South Africa, from 1997 to 2006, it is shown that water claims are key to land redistribution processes, and that commercial farmers make strategic use of arguments for nature conservation and ecological stewardship to defend their claims to water.

The regionally unique constitution of
the Republic of Vanuatu provides that-all land in Vanuatu
belongs to custom owners and their descendants and that
the-rule of custom shall form the basis of ownership and use
of land. Implementing this principle, however, after decades

on vulnerability amongst rural households in Tajikistan; and

ILC initiated the Framing the Debate series in response to the clear need to facilitate a deeper understanding of the key topics at the centre of current land governance debates.

This publication is the product of the CSO Land Reform Monitoring Initiative, which was spearheaded by ANGOC and undertaken by Land Watch Asia members in seven countries, including Nepal. The said initiative seeks to strengthen CSOs’ capacities in monitoring selected indicators on land, and has proposed common regional indicators for monitoring land tenure and access to land at the regional level.

In this publication two pioneering grassroots organisations from northern Tanzania examine and present their experiences and insights from their long-term work to secure the land rights of hunter-gatherer and pastoral communities. The case studies were presented at a one-day learning event held on 5th October 2012, when Pastoral Women’s Council (PWC) and Ujamaa Community Resource Team (UCRT) joined together to share and reflect on their work to secure land rights, to learn from each other, and to identify ways to build on their achievements moving forward.
