This Complementary Law, consisting of 42 articles divided into seven Chapters, establishes the Planning and Territorial Planning System of the State of Roraima. The above mentioned System, called SPOT/RR, is the main guiding instrument for planning of land occupation and control of the use of natural resources of the territory of the State of Roraima, in the implementation of plans, programmes, projects, works and public and private activities. The purpose of the SPOT/RR is to implement the provisions of art.

A new regionalism has been much documented and researched for metropolitan areas; this article documents that there is a new rural regionalism as well. In the United States, these groups appear most likely to emerge in areas that are challenged by outcomes characterizing globalization's effects on the rural condition: namely, exurban or metropolitan sprawl and the resulting landscape fragmentation, often in combination with extreme pressure on the profitability of small farms or other resource uses.

Land use/cover change (LUCC) is often the cumulative result of individual farmer's decisions. To understand and simulate LUCC as the result of local decisions, multi-agent systems models (MAS) have become a popular technique. However, the definition of agents is not often based on real data, ignoring the inherent diversity of farmers and farm characteristics in rural landscapes. The aim of this paper is to describe an empirical method that defines an agent typology and allocates agents into the different agent types for an entire region.
