These Regulations consolidate with amendments the provisions of the Town and Country Planning (Environmental Impact Assessment) Regulations 2011 and subsequent amending instruments and implement amendments to Directive 2011/92/EU of the European Parliament and of the Council on the assessment of the effects of certain public and private projects on the environment (“the Directive”) which were made by Directive 2014/52/EU.

These Regulations implement the requirements of the Directive 2011/92/EU as amended by 2014/52/EU for environmental impact assessment procedures in the context of the nationally significant infrastructure regime which extends to England and Wales and for limited purposes to Scotland. To the extent that these Regulations implement the Directive in relation to this regime, they extend to Wales and Scotland.

These Regulations amend the Planning (Hazardous Substances) (Wales) Regulations 2015 in provisions on: the procedure in relation to applications referred to the Welsh Ministers pursuant to a direction under section 20 of the Planning (Hazardous Substances) Act 1990 (“the PHSA”), including provision for an applicant to submit a full statement of case within a specified timescale if the applicant so chooses; the procedure in relation to appeals under section 21 of the PHSA and against hazardous substances contravention notices.

These Regulations amend the Town and Country Planning (Trees) Regulations 1999, in relation to Wales in Part 1 and remove Part 2 of Schedule 2 to the Order. The effect of the amendments is to require— (a) a notice of appeal to be accompanied by a full statement of case comprised of a written statement containing full particulars of the appellant’s case and copies of supporting documents; and (b) the appellant to send a copy of both the notice of appeal and full statement of case to the authority which made the tree preservation order as soon as reasonably practicable.

Western Australia has witnessed rapid economic expansion since the turn of the century founded upon extensive natural resource extraction. Understanding Land Use and Land Cover Dynamics from 1976 to 2014 in Yellow River Delta

Long-term intensive land use/cover changes (LUCCs) of the Yellow River Delta (YRD) have been happening since the 1960s. The land use patterns of the LUCCs are crucial for bio-diversity conservation and/or sustainable development. This study quantified patterns of the LUCCs, explored the systematic transitions, and identified wetland change trajectory for the period 1976–2014 in the YRD. Landsat imageries of 1976, 1984, 1995, 2006, and 2014 were used to derive nine land use classes.
