This Regional Law regulates relations concerning ownership, tenure and disposal of plots agricultural land and also land share in common property. Minimum consolidated agricultural land plot area shall be fifty hectares. Maximum agricultural land plot area that can be owned by a single household of by a single legal person within a single administrative unit shall not exceed ten percent of total available agricultural land area within the boundaries of a single municipal unit. Regional administration shall have preferential terms for purchase of agricultural land in case of sale thereof.

Maximum agricultural land plot area that can be owned by a single household of by a single legal person within a single administrative unit shall not exceed seventy-five percent of total available agricultural land area within the boundaries of a single municipal unit.

Maximum agricultural land plot area that can be owned by a single household of by a single legal person within a single administrative unit shall not exceed ten percent of total available agricultural land area. It also establishes that minimum agricultural land plot authorized for allotment for agricultural production shall be established within average allotment rate set forth for each municipal district.

This Act seeks to accelerate the growth and development of agriculture, enhance productivity and incomes of farmers and the rural population, improve investment climate and efficiency of agribusiness and develop agricultural crops as export crops.

This Law establishes that public property can be movable and immovable objects, including plots of agricultural land and public forest. It establishes the terms and conditions for privatization of public property. Privatization of public property shall be performed in accordance with purchase and sale contracts. The following objects of public property shall not be subject to privatization: (a) subsoil; (b) water resources; (c) territorial water; (d) continental shelf; (e) state forest fund; (f) protected areas; (g) national parks; and (h) objects of cultural heritage.

This Act is composed of 20 chapters and it is divided into 148 articles.

This Act amends the Agricultural (Commercial) Land Reform Act, 1995 so as to make regional governors members of Land Reform Advisory Commission committees. A committee established under subsection (1) of section 9 shall consist of the regional governor for the respective region, who shall be the chairperson of the committee and one or more members of the Commission, designated by the Commission for that purpose, and, if the Commission deems it necessary, one or more other persons not being a member or members of the Commission.

This Act establishes the National Land Fund with the purpose of: a reasonable management of state-owned agricultural, forestry and other lands, promoting ecological agricultural production and economic efficiency, and creating a modern landed property structure based on family farms. Property rights in regard of the Fund are exercised by the Minister in charge of agriculture policy. The activity of the Fund is supervised by the State Audit Office.

Article 2 shall be amended to add the following wording: “Minimum land area of newly consolidated land plot of agricultural land parcelled from shared ownership shall be equal to land share on account of which the aforesaid land plot is parcelled”.

This Act regulates ownership of farmlands. Section 2 provides that any of the following may, directly or indirectly, take, acquire, receive or hold an interest in farmland being; (b) a family farm corporation; (c) a municipality; (d) a local government district; and (e) an agency of government. Section 6 provides for the continuation of the Manitoba Farm Lands Ownership board. Section 8 deals with the powers of the Board.
