This paper concentrates more on the indicators that deal more or less directly with the increase of agricultural productivity and production. There is the fundamental constraint then that because of the imprecise nature of some of the factors to be measured, the indicators themselves may not in fact be measuring what they were meant to measure.

The Constitution of the Republic of Tanzania was ratified in 1977. Since 1977, several amendments have been applied to the original Constitution. Many of these are related to the relationship between the united government and the Zanzibar government. This Constitution shall apply to Mainland Tanzania as well as Tanzania Zanzibar.

Research in the various agricultural experiment stations in Ethiopia has convincingly shown that the wheat variety is in many respects inferior to imported varieties (lower yield, weaker stems, more susceptible to rust, short stalks, small heads etc.) and required to be replaced for upgraded.
