This discussion paper seeks to explore alternative investment options with the aim of enhancing resilience in the Horn of Africa. Climate change, conflict, drought and increasing populations are leading many to pessimistic conclusions regarding the future viability of pastoral farming, arguing that these livelihoods should be sedentarised and diversified. Simultaneously, others argue for their wholesale protection.

Ethiopia’s economy has experienced rapid growth in recent years. Although growth in agricultural gross domestic product (GDP) from 1998 to 2007 was less rapid than in other parts of the economy, agriculture also performed well, growing faster than the rural population. However, poverty is still severe in Ethiopia and is concentrated in rural areas. To accelerate growth and poverty reduction, Ethiopia’s national strategy affords an important role to agriculture as a source of both growth and development for the broader economy.

In recent years, microfinance institutions are seen as beacons of hope to help eradicate poverty through, among others, providing credit to poor rural households. Availability of small but repeated loans is, in the long-term, expected to impact on poverty. However, decades after the introduction of microfinance institutions into many rural areas, there are still questions as to what extent such long-term benefits are realized.

This technical publication documents and draws lessons from the Philippines' experience in implementing alternative approaches in securing tenure for the urban poor. It also explores how these approaches can be institutionalized to achieve a larger scale and ensure sustainability. The study examines three approaches: presidential land proclamations, the Community Mortgage Program, and the usufruct arrangement. The key features of each approach are described and their application illustrated through two actual cases

This publication is the summary of the proceedings of the Regional Learning Workshop on 'Land and Natural Resources Tenure Security' held in Nairobi, Kenya from 29-31 May 2012 as jointly organized by UN-Habitat/Global Land Tool Network and International Fund for Agricultural Development (IFAD). The aim of the workshop was to deepen the understanding of land and natural resources tenure security issues and to identify opportunities to strengthen land tenure security and land access of the rural poor and marginalized groups in sub-Saharan Africa.
