This Federal Law establishes the legal basis in the field of land reclamation, determines the authority of state executive bodies, local administrations as regards the regulation of the aforesaid activity and the rights and the duties of citizens (physical persons) and juridical persons that carry out land reclamation and provide for efficient use and protection of reclamated land. The Federal Law consists of 9 Sections composed of 42 articles. Section 1 lays down the general provisions. Section 2 specifies types and kinds of land reclamation. Section 3 concerns the ownership of reclamated land and separately located hydrotechnical equipment. Section 4 determines the authority of the Russian Federation, of the regional executive bodies and local administration in the field of land reclamation. Section 5 regards state management in the field of land reclamation. Section 6 establishes the modalities of land reclamation. Section 7 regards financing of land reclamation (legislative enactment of land reclamation). Section 8 deals with dispute settlement in the field of land reclamation and establishes liability for the infringement of legislation on land reclamation. Section 9 lays down the conclusive provisions.
