This Regulation sets forth rules and procedures in implementation of Law No. 5685 on geothermal resources and natural mineral waters. Geothermal and natural mineral waters belong to the State and therefore a special licence is required to carry out exploration and exploitation activities. The Regulation defines in detail the procedure for issuing such licences. Operational licences are valid for 30 years and may be extended up to 10 years. The Regulation allows the transfer and inheritance of these licences. Further provisions deal with (i) inspections carried out by the General Directorate of Minerals Research and Exploration, (ii) settlement of disputes between land owners and holders of licences, (iii) expropriation procedures, and (iv) granting of subsidies and incentives to companies involved in the exploitation of geothermal and mineral waters.
