The present Regulations enact section 11 of the Oil and Natural Gas Act. For the purpose of the present Regulations “bid” means a proposal for exploration or development of provincial lands for oil or natural gas, that was submitted in response to a call for bids. Section 2 establishes that the Minister may issue a call for bids for an oil and natural gas permit: a) for any provincial lands; or b) for all or part of provincial lands described in a request submitted pursuant to subsection.
