This National Policy to Fight Desertification and Mitigate the Effects of Drought aims at performing the following activities: to prevent and combat desertification and recovery the degraded areas within the national territory; to prevent, adapt and mitigate the effects of drought throughout the country; to establish mechanisms of protection, preservation, conservation and restoration of natural resources; to harmonize socially and environmentally in a sustainable way the production and use of water resources through captation, storage and water pipeline infrastructures; to encourage scientific research and technology; to promote support mechanisms for research and the expansion of knowledge about the process of desertification and droughts in Brazil, as well as the recovery of degraded areas.It also establishes composition, duties and responsibilities of the National Committee to Combat Desertification under the Ministry of Environment, entitled to: implement the National Policy to Combat Desertification and Mitigation and the effects of Drought in conjunction with other sectoral policies, programmes, government projects and activities to combat desertification and land degradation; to coordinate this National Policy with planning at the national, regional, state and municipal levels; to guide, monitor and evaluate the implementation of commitments made by Brazil to the United Nations Convention to Combat Desertification and Mitigate the Effects of Drought; to establish related strategies of government actions, with a view to sustainable development throughout the country, etc.In addition, this Policy aims to promote environmental safety, food, water and energy in areas susceptible to desertification; to promote environmental education of social actors involved in fighting desertification; to coordinate and promote inter-actions with the partnership of civil society organizations in thematic scope; to promote the environmental sustainability of production, including eco-agriculture, forestry and agroforestry, with the diversification and improvement of production; to improve the living conditions of the populations affected by desertification and the occurrence of droughts; to support and promote socially and environmentally sustainable development in areas susceptible to desertification; to support socially and environmentally sustainable irrigation systems in areas that are suitable for the activity, taking into account the processes of soil degradation; to promote funding of infrastructure, water storage and pipeline, irrigated agriculture and the practice of efficient use and reuse of water in agriculture and forestry mode in areas susceptible to desertification.
