The purposes of this Act are as follows: a) to support the development of environmentally, economically, socially and culturally sustainable communities; b) to enable the articulation of provincial priorities and to guide regional and local planning decisions in the development of communities; and c) to enable co-operation between local governments, local service districts, regional service commissions and other jurisdictions and agencies in the delivery of planning services and infrastructure development. Section 3 establishes that a council that is providing its own land use planning service shall make a by-law establishing a planning advisory committee. The powers and duties of an advisory committee are, inter alia, as follows: i) to advise and make recommendations to the council on matters relating to community planning; ii) to give its views to the council on any by-law proposed to be made under this Act, whether or not its views have been requested in accordance with section 110; and d) to exercise the powers and perform the duties relating to community planning that are given to it by this Act or the council.The text consists of 155 sections divided into 10 Parts as follows: Definitions, interpretation and purpose (1); Planning administration and authorities (2); Planning documents (3); Land use controls and implementation tools (4); Making, amendment, repel and review of by-laws (5); Appeals to the Assessment and Planning Appeal Board (6); Regulations (7): Miscellaneous and general (8): Enforcement (9); Transitional provisions, repeal and commencement (10).
