This Act, consisting of 8 articles, creates the Centre for Geo-technology, Cartography and Territorial Planning (CGPTERR), as the Decentralized Administrative Unit of the Secretariat of State for Planning and Development (SEPLAN). The purpose of the CGPTERR is to coordinate and carry out a systematic mapping of the territory, by supporting the territorial planning activities of the State, and specifically: 1. creation of databases and geo-processed information, in order to articulate and make compatible the various sectoral policies and territorial planning; 2. rational location of new agricultural, agroindustrial, industrial and tourism establishments in the region; 3. rational location of new public enterprises, especially those related to infrastructure, transportation, energy and telecommunications works, natural resources potential for sustainable exploitation, settlement and colonization projects, as well as environmental preservation and conservation areas; 4. subsidiarily, the actions of licensing, monitoring, evaluation and environmental and phytosanitary inspection; 5. planning, coordination, monitoring and evaluation of the execution of the ecological-economic zoning works, as well as, the territorial management in Roraima; 6. realization of the Land Registry of the State of Roraima, in geo-referenced bases; 7. realization of the Real Estate Registry of the State of Roraima, in digitized cartographic bases; 8. realization of the Cadastre of the Rural Units of Production of the State of Roraima; and 9. construction and operation of the Geo-referenced Database of the State of Roraima based on cartographic bases, updated satellite images periodically, as well as data obtained from surveys, studies and monitoring of the field office.
