The territory of the state of Georgia shall be determined as of 21 December 1991. The territorial integrity of Georgia and the inviolability of the state frontiers, being recognised by the world community of nations and international organisations, shall be confirmed by the Constitution and laws of Georgia (Article 2). The following shall fall within the exclusive competence of higher state bodies of Georgia: 1) the status of territorial waters, continental shelf and Exclusive Economic Zone; 2) fishing in ocean and high seas; and 3) legislation on land, subsoil and natural resources (Article3). The Constitution consists of 109 Articles divided into IX Chapters: General Provisions (I); Georgian Citizenship. Basic Rights and Freedoms of Individual (II); The Parliament of Georgia (III); The President of Georgia (IV); The Government of Georgia (IV-1); Judicial Power (V); State Finances and Control (VI); State Defence (VII); Revision of the Constitution (VIII); and Transitional Provisions (IX). The state shall recognise and protect universally recognised human rights and freedoms as eternal and supreme human values. While exercising authority, the people and the state shall be bound by these rights and freedoms as directly acting law Article 7). The state shall promote the unemployed citizen of Georgia to be employed. The conditions of the provision of a minimum standard of living and the status of the unemployed shall be determined by law (Article 32). Every citizen of Georgia shall be obliged to care for the protection and preservation of the cultural heritage. The state shall protect the cultural heritage by law (Article 34). Everyone shall have the right to live in healthy environment and enjoy natural and cultural surroundings. Everyone shall be obliged to care for natural and cultural environment. With the view of ensuring safe environment, in accordance with ecological and economic interests of society, with due regard to the interests of the current and future generations the state shall guarantee the protection of environment and the rational use of nature. A person shall have the right to receive a complete, objective and timely information as to a state of his/her working and living environment (Article 37).
