Open Development Cambodia (ODC) is an ‘open data’ website, the first of its kind in Southeast Asia. The open data movement is based on the simple premise that data collected for public interest should be publicly available without restrictions. Information or data in the public domain should be freely available to everyone to use and republish as they wish. Open Development Cambodia does not promote any particular perspective, agenda or bias other than to provide objective information about Cambodia and its development.

In May 2010, the Cambodian Government approved a circular on "resolution of temporary settlement on land which has been illegally occupied in the capital, municipal, and urban areas" (Circular 03). Old policies - new action: a surprising political initiative to recognize human rights in Cambodian land reform
Under the motto 'old policies, new action', in June 2012 the Cambodian Prime Minister initiated a massive land registration campaign on untitled former forest land. Unauthorised settlers and other long-term users of these lands, including those inside Economic Land Concessions, had been considered illegal before. Those of them who are poor now receive full property title by way of donation.
