The European Union is a unique economic and political union between 28 European countries that together cover much of the continent.


European Union


The EU was created in the aftermath of the Second World War. The first steps were to foster economic cooperation: the idea being that countries that trade with one another become economically interdependent and so more likely to avoid conflict.


The result was the European Economic Community (EEC), created in 1958, and initially increasing economic cooperation between six countries: Belgium, Germany, France, Italy, Luxembourg and the Netherlands. Since then, a huge single market has been created and continues to develop towards its full potential.

Pursuant to Regulation (EC) No. 1980/2000, which sets forth a revised Community eco-label award scheme, this Decision lays down revised ecological criteria concerning the award of the Community eco-label to soil improvers. Moreover, the Decision establishes assessment and verification requirements.

This Protocol has been adopted by the Contracting Parties to implement the Alpine Convention as regards soil conservation. The Protocol takes into account the functions of the Alpine soil as a natural resource, as an archive of natural history, as a location for agricultural use including pasture farming and forestry and as a source of raw materials.

Member States are required, under article 15(3) of Directive 96/61/EC, to inventory and transmit to the Commission data on principal emissions and responsible sources. As established by article 1 of this Decision, Member States shall report to the Commission on emissions from all individual facilities with one or more activities as mentioned in Annex I to Directive 96/61/EC. Four Annexes are hereby attached. Annex A1 contains the list of pollutants to be reported if threshold value is exceeded. Annex A2 describes the format for reporting of emission data.

The Member States shall use the questionnaire attached to this Decision as a basis for drawing up the report to be submitted to the Commission concerning the implementation of Directive 96/61/EC, which sets out a legislative framework dealing with integrated pollution prevention and control. The questionnaire refers in particular to changes introduced by Member States to their national legislation and licensing systems, development in best available techniques, information and participation of the public, transboundary cooperation.

The purpose of this Directive is to provide for measures, procedures and guidance in order to prevent or reduce negative effects on the environment (particularly the pollution of surface water, groundwater, soil and air) and of the global environment (including the greenhouse effect) as well as any other risk to human health that might result from landfilling of waste. For the purposes of this Directive, “waste” shall mean any substance or object which is covered by Directive 75/442/EEC.
