This Decision approves the master plan on the socio-economic development of Ha Tinh province.The main objectives of the plan include: agricultural, forestry and fishery development; development of water supply, irrigation and drainage systems; protection of the environment; biodiversity protection; management and protection of natural resources; prevent and control climate change, sea level rise and natural disasters; waste treatment facilities; and urban space development.

The scope of this Regional Law shall be realization of plenary powers of state bodies in the sphere of regulation of land relations. It establishes maximum land area allotted to citizens in ownership out of stock of public and municipal land as follows: (a) for farming – 200,0 ha; (b) for gardening and horticulture – 0,25 ha; (c) for stockbreeding – 2,00 ha; and (d) for suburban housing construction – 0,25 ha.

Article 2 shall be amended to add the following wording: “5.1) plot of land for individual housing construction shall be allotted once-only out of stock of public urban land to citizens registered at public authorities for improvement of housing facilities and having three or more children under 18 years of age having permanent residence with their parents”.

These Rules amend the Registered Land Rules in the Fourth Schedule which specifies fees for: an application for a Land Certificate or a certificate of Lease; an application for any instrument to be prepared in the Registry; an application for registration of any transfer; an application for registration of or filing of any instrument, other than a transfer, discharge of a charge or removal of a caution; an application for the discharge of a charge or removal of a caution; opening a new register consequent upon partition, subdivision or combination; and searches of the register or copies.

This Act amends the Montserrat Land Development Authority Act in sections 2, 4 and 15 in relation with the management and the composition of the Land Development Authority. The Permanent Secretary of the Department government responsible for land or his/her designate shall be the Chairman of the Authority.
