The FAO Legal Office provides in-house counsel in accordance with the Basic Texts of the Organization, gives legal advisory services to FAO members, assists in the formulation of treaties on food and agriculture, for which the Director-General acts as Depositary, publishes legal studies and maintains a database (FAOLEX) of national legislation and international agreements concerning food and agriculture (including fisheries, forestry and water).

The 28 sections of the Act are divided into 6 Parts: Preliminary and Application (I); Officers (II); Claims and Demarcation (III); Principles of Adjudication and Preparation of Adjudication Record (IV); Objections and Finality (V); Miscellaneous (VI). For the purposes of appeal against adjudication records prepared by the Recording Officer in accordance with principles laid down in sections 16 to 19, a Land Adjudication Tribunal shall be established by the Minister (sect. 4(5)). Claims will be handled in first instance by the Adjudication Officer (sect. 20).

The Regulation provides for detailed regulations on the lease of beaches, islands, pastures, and places where liquorice is grown by public auction. It contains rules concerning, inter alia, the approval of the Minister, the conditions of the lease, procedures of the auction, setting of rent. (14 sections)

The Act restricts leases, assignment of leases or subleases. Any such lease requires the approval of the Leases Approval Committee, established in the Act. In considering applications for approval, the Committee shall have regard to any criteria as well as policy directions from the Minister of Justice. Approval is not required for leases under the Short Term Crop Leases Act or any lease for a term not exceeding five years. It further provides for application, procedures of the Committee, regulations.

The Drainage and Flood Control Law of 1957 regulates operations aimed at concentrating, storing, conveying or removing surface or other water harmful or likely to be harmful to agriculture, public health, the development of the country or the maintenance of regular services in the State, the drying of marshes and protection from and prevention of flooding, but does not regulate the treatment of sewage water.
