Dr. Browne currently serves as Housing, Land and Property (HLP) Focal Point of the United Nations High Commissioner for Refugees (UNHCR). As an HLP specialist, he advises governments, multilateral development and humanitarian organizations on HLP-related matters in the contexts of rural and urban development, and the advancement of durable and local solutions to forced displacement, with a focus on aligning national land policies and land administration functions with global and regional normative frameworks and standards.

Since the adoption of the global indicator framework by the UN Statistical Commission (UNSC) back in March 2016, significant progress has been made on a set of tenure-related indicators – familiarly referred to as the ‘land indicators’ – primarily through the efforts of the Global Land Indicators Initiative (GLII).
